About Todd
Rooted in Our Community
Todd Cone was born and raised right here in our community. For the past 31 years, he's been married to his wife, and together they've raised their family in the place they love. This isn't just where Todd works—it's home.
A Career Built on Service
Since 1992, Todd has dedicated his career to serving the people of Washington and Nowata Counties. He began his practice in downtown Bartlesville with Richard Harris, and later built his practice in Nowata with Bill Maddux, offering sound legal counsel and championing his clients' rights and interests.
Over 33 years, Todd has appeared before numerous courts, judges, and magistrates, representing a broad spectrum of clients in diverse areas of law, including:

For the past 17 years, Todd has served as Municipal Judge in Nowata, and for the last 8 years in Oologah. As a judge, he has found deep fulfillment in being an integral part of one of the fundamental pillars of our civilized society—the support and commitment to the rule of law.

Why I’m Running
Our community deserves a judiciary that reflects our values and treats every person with fairness and dignity. After 33 years of legal practice and 17 years serving as a municipal judge, I've seen firsthand how crucial it is to have experienced, principled leadership on the bench.
I'm running because I believe my diverse experience—both as an advocate and as a judge—has prepared me to serve our community well. I've had the privilege of understanding the law from multiple perspectives: representing clients, examining complex legal issues, and making judicial decisions that affect real people's lives.
What I Hope to Bring to the Bench
The legal system works best when judges bring both experience and humility to their role. I want to bring the breadth of my 33 years of practice, my understanding of how courts function, and my commitment to treating everyone who enters the courtroom with respect and fairness to the position of Associate District Judge.
This community—where I was born and raised, where I met and married my wife, and where I raised and enjoy my family—deserves a judge who will maintain a courtroom that is fair, efficient, respectful, and accessible to all.

I believe that clear laws, constitutionally created by the people's elected representatives, should be fairly and equitably applied. The judge's role is not to make law, but to apply it.
Following the Constitution and Oklahoma Law
I am committed to following the Constitution and Oklahoma law as drafted by the legislature. Judges interpret and apply the law—they don't rewrite it based on personal preference.
Respect for All
Every person who enters my courtroom will be treated with dignity and respect, regardless of their background or the nature of their case.
Courtroom Professionalism and Civility
I believe in maintaining the highest standards of professionalism and civility in the courtroom. Justice is best served in an environment of mutual respect.
Impartiality Above All
A judge is like an umpire—calling balls and strikes, enforcing the rules, determining when runners are "safe" or "out." The judge cannot change the rules or bend them during the game. My job is to make sure all parties compete on a level playing field.
Non-Partisan Justice
This position is non-partisan, and for good reason. Politics should have no place in the courtroom. While politics may play a role in drafting the law by which we all must operate and live, the judge must impartially apply those laws to the facts of each case, fairly and without bias.

Justice delayed is justice denied. I will work to manage the court's docket effectively, respecting everyone's time while ensuring thorough consideration of each case.

I will bring experience, consistency, and integrity to the bench, guided always by a commitment to the rule of law and service to our community.

The courts exist to serve the people. I will maintain a courtroom that is accessible and understandable to all who seek justice.
